Dr McDowell is certified by the American Board of Medical Genetics and Genomics in clinical biochemical genetics and clinical molecular genetics. She earned a PhD in medical genetics at the University of Maryland School of Medicine at Baltimore. She was a postdoctoral fellow at the National Institutes of Health in Bethesda, MD and a senior staff fellow in the Heritable Disorders branch of the National Institute of Child Health and Human Development.

Her major areas of interest include the molecular bases of lysosomal storage disorders, maternal serum screening, and whole exome sequencing. She provides scientific oversight for all genetic departments at the Center for Molecular Biology and Pathology including biochemical genetics, molecular genetics, genomics, cytogenetics, molecular oncology, variant sciences, and genetic coordination.

Dr McDowell is a past member of the ACMG Laboratory Quality Assurance Committee and the CAP Special Chemistry Resource Committee.
